Without being infront of the game at present, I believe it is Post Processing Effects. I have moments where I turn it off and later on back on again depending on how a zone is. Hope that helps :) (I tried reply sooner, like an hour ago, but the site crashed as I hit post. I so didn't break it! :P)

Quite welcome :D I will be doing the same actually when I get in game once guests are gone. I like having it on at times but at the same time it gets really annoying :P
Makes you wonder why people rave about "being able to play on max settings". Turn off PPE and try lowering Shader, see if that helps next time.
I had those off apparently, so I don't know what will make it go away, apart from not fighting in the water, so I will just sit out the water part next time. It's weird cause it only bothers me in the water, not on land. No other game has given me this issue.
Post Processing Effects... ok. Ill try that out. And Jessica, its the same for me, only in water does it become ridiculously bright.
