Help! Question about solo instance scaling

Hi guys, just started playing ESO again and would like some advice about the new scaling in the solo instances. Do they down scale when being offered at lower levels now? I am referring to the main quests, mages guild quests, fighters guild quests, and the one in particular that I am doing now is the last fighter guild quest: Will of the Council.

When I was playing before the changes I would not be offered the quests until I reached appropriate level, but yesterday I was given the Will of the Council quest on my character who is only level 26, so I assumed that it would down scale to be possible to complete at my level, and that if I was having difficulty the game would compensate so that I could complete. 

I know these quests are not supposed to be easy, but I don't want to just keep hammering on something if it is impossible, and after dying many times it didn't seem like it was compensating or getting easier. I got to the end battle, but I want to know should I just wait till I am the level of the enemies? It shows them as around lvl 40 something, and I am lvl 26.

The quests will not scale down below their previous set levels. They will scale up (main quests, fighters guild, mages guild, etc.) to your level.  Open your quest journal (press 'J') and look at the quest and it will have the level beside it. That is, if you do a level 30 quest when you are level 25, the mobs are going to be level 30. If you do a level 30 quest at level 35, the mobs are going to be 35.

 

Note: this applies only to main, fighters guild, mages guild and other instanced solo quests.

Thanks for replying, yes that is how I thought it should work so I am confused about why the game gave me the Will of the Council quest when I am only lvl 26, inside the quest the mobs are in their 40's - I went and had a go at it just to see. I failed miserably of course, so I abandoned and then was given it again when I went to town.

This is how it looks in my journal - it says the quest is lvl 26 and starts in Riften, which is also odd because at lvl 26 you are not likely to be in Riften even though I can get there, but if it doesn't scale down I wonder why it is given so early and why it says it is a lvl 26 quest:

If you have completed the previous portion of the quest they will give you the next quest in the chain regardless of your level (sometimes it is just by passing a certain spot on a map or when wondering back through the mage's or fighter's guild halls).  That is in not indicative or your ability to complete the new quest.   As stated - it will tell you the quest level - and I'm sure that many have completed it below that level, but I generally don't even try.  There always seems to be enough other stuff to do - at least for me - before I throw myself on my sword attempting it below level.

Thanks, but it doesn't tell me the level of the quest, as it shows in the piccy above it says level 26 but when I get in there the enemies are in their 40's, and seeing as it is the last quest in the mage guild line I know it has to be higher than 26.

I just wondered if it was a bug I should report, or whether it was working as intended - ie. that it was scaled down. From what I have learned there is no down scaling, so I dunno... bug? 

Whatever, I will just wait till I am appropriate level - mid 40's and do it then.

Hmm, seems they messed it up when they added the scaling thing.  As a general rule of thumb, estimate the quest to be around the level of other quests in the city in which you find the quest.

Well, I guess I'm confused.   When I open my journal and click on a quest - right below to the title of the quest is a level then a description of that quest.

Such as in Cold Harbor - My journal has "The Army of Meridia"  and below it is Level 48 and the 48 is yellow meaning it is my level appropriate but might be challenging.

Please take another look and if it isn't there you need to /bug report that.

Hi Morigana I think the confusion is my fault, when I said above that it doesn't tell me the level of the quest I meant it doesn't tell me the correct level of the quest. I posted a cropped screen shot in my post further up that shows how it looks. It changed with each level I gain, now it says lvl 30, but it has lvl 40+ mobs, so I think it is something I should wait to do till in my 40's, and maybe I should report it too.

Yes, I would report that.   I haven't run across that.    Most of my quests are at my level or below me... I tend to out level stuff by the way I do things.   ie.  travel on foot through entire zone - do every quest - do all the world bosses - open every chest -  and kill every thing in my path along the way and also play in Cyrodil.   Although at VR1 - leveling is a bit tougher - or maybe even a lot ...

Yes, that is definitely bugged.  Report it for sure, and know that the actual level is ~43.
You can complete it as soon as 43 doesn't seem like an impossible challenge, which for most players will likely be around level 40.
Enjoy other content for now, as you are well ahead in terms of the fighter's guild questline (You said mage guild above, if you got this and it shows under Mage's Guild that is another bug.)

I think this is only an issue with the final quest in each series. Not sure if it is by design or not. I went through the entire mages guild chain earlier as a VR1, and every quest and reward scaled to my level except the final quest. All mobs were 43, not sure about reward as I took the book thus time.
