I had this wee idea and thought I'd pass on.

I don't know if you ever played WOW. (DON'T get me wrong here, that where the idea  of game play came from) There is a quest line to get to Moonglade in WOW where you need to talk to the Timbermaw (think that's them) and they give you a quest to kill their rival faction and bring them the feathers to prove the kills to get rep so they will let you travel through the tunnels to Moonglade.

Ok so in ESO we get to 46-ish and have a wee summit meeting with the three faction leaders, this turns nasty when the Daedra turn up at the party right. From there you go to Coldharbour, free a bunch of people (mages fighters guild and others) that populate the Hollow city and take the 5 on that wee trip to nail Malog Bal. Here is where the change could take place. Your working on a transition without VR ranks, gaining Champion points etc.

You have killed Malog Bal and gone back to the Harbourage to talk with Cadwell, he opens a portal and the mage that took you to the faction leaders summit turns up, saying that you are required to attend another summit meeting at the Halls of light in the Hollow city, post haste.
Off you go only to find the three faction leaders there under Merida's protection, they tell you they have been talking and have ALL agreed you should have free passage through out Tamriel to chase down hunt and end all and any Daedra, they warn also that the locals will not be to happy and maybe quite cold and unfriendly but they and the guards have been ordered to give safe passage. As you cross the boarders the guards are no nice "So your the one killed Malog Bal, ya don't look that special" (nasty snide unfriendly kind of dialog), you make it to a wee settlement to get directions and food.
A farmer you speaks to:
"Be gone, I have enough problem here with Werewolves into my stock without dealing with the like of you."
Traveler: (PC)
"Can I help with the Werewolves maybe"
Farmer:
"Find go get killed, it will save us the effort and any trouble with the guards for doing so"
You return having cleared out the Werewolves and made the area safe again.
Traver:
"I have taken care of those Werewolves for you, your stock is safe for now"
Farmer:
I'm an honorable man, you have my thanks, maybe you not the enemy they say you are"
The dialog is cold hash and nasty at the start and warms as PC gain favor with the locals, his/her rep get known across the land as they do more and the gifts of thanks get better. This gains the PC rep/disposition and so PC travels doing quests gaining champion points and rep to a point where they maybe do a task for a town and the Blacksmith contacts you
Blacksmith:
"You have done greats this for our town Traveler, I like to show my gratitude and thank here let me give you this" <he hands over a book which is acount bound that you can bank and read on your blacksmith char. This book teaches you a new one of a kind item that you can craft> with my thanks and the thanks of our town  Traveler, safe travels".
These let you introduce items into the game at a controlled rate and that would be very special and random so not easy to get, adding to crafting, they can be recipies, potions or any crafting item from any random grateful NPC local . PC is gaining rep and the locals are warming to him/her as they do more for these communities while taking out Deadra. giving a far greater would experience for those who do not wish to PVP and I'm sure you'd gain a lot of love from the RP world also
And so the PC char works is way through the lands doing those quests and leveling. he could do all the current silver and gold quests but not be limited as we are now.
My crafting is only 37 and I'm a Vr2 level char; but the writ needs me to use quicksilver and mahogany that are Vr7 plus mats found in the gold area's not in the silver area's. This means to me the writs are a waste of time at this point.

PS forgive the typos please I'm 65 and have disss-lexxxx-sick fingers <grin>
