ZOS has made changes to the way parties can level. This particularly affects those of us that are trying to level by grinding in places like Craglorn. Several folks have talked in zone chat about the bosses be nerfed to give you a tiny amount of experience versus what they gave before the patch. From my understanding, this reduction only occurs when the difference in level between party members is greater than 5. For example, if you have a v1 with some v7+ characters, the experience from the boss kill is going to be nerfed for the v1, unless the v1 does a significant percentage of the damage to the boss. How much DPS is significant? I don't know, but this is what the patch notes say:
When grouped, players with a Veteran Rank more than five ranks lower than other group members must now contribute sufficient damage to enemies to receive XP or loot from them.
